The Consumer Advisory Panel (CAP)
The Independent Communications Authority of South Africa (ICASA) established the Consumer Advisory Panel (CAP) to advise it on matters related to consumer in the Republic.

Constitution of CAP
CAP consists of nine (9) members who were nominated through a public process.
CAP is managed by a Chairperson appointed amongst the nine (9) members, the Chairperson holds office for a period of four (4) years.
The other Panel members hold office for a period of three (3) years.
How does CAP operate?
CAP operates according to the Consumer Advisory Panel Regulations of 2023, as published in Government Gazette No.48960 of 14 July 2023, that establish the existence of CAP.
Functions of CAP
The functions of the Panel are the following:
Preparation and submission of quarterly and annual advisory reports to the Authority, on consumer related issues resulting from the usage of electronic communications, broadcasting, and postal services, which include:
(i) critical concerns affecting consumers with particular emphasis on persons with disabilities, senior citizens, women, youth, and people living in underserviced areas.
(ii) research on issues affecting consumers and report findings.
Provision of a consumer perspective through commentary on relevant Regulations and regulatory projects when published for public comment.
Liaising and engaging with consumers on a quarterly basis to understand consumer perspectives on issues impacting the electronic communications, broadcasting and postal services sectors.
Preparation of the Panel’s annual plan and budget for approval by Council.
Reporting quarterly and annually to Council through the Panel's Chairperson on activities and findings for the year.
