Affordability Market Inquiry

Affordable access to telecommunications services is a critical enabler of digital inclusion, economic participation, education, and service delivery. Despite progress in network coverage and mobile broadband penetration in South Africa, concerns persist regarding the affordability of voice and broadband services, particularly for low-income households, rural communities, youth, and informal sector workers.

The purpose of this Inquiry is to investigate the affordability of telecommunication services in South Africa and potential regulatory or market interventions, in terms of section 4B of the ICASA Act.
