Pretoria - The Independent Communications Authority of South Africa (“ICASA/ the Authority”) will hold oral public hearings in respect of the Draft Amendment Standard Terms and Conditions Regulations for Individual Licences. 

The Authority is amending the 2010 and 2016 Regulations to provide clarity on the standard terms and conditions for licensing of Broadcasting, Electronic Communications, and Electronic Communications Network Services for Individual Licences.

“These amendments are to improve compliance with the Regulations, and to streamline requirements and document submission to the Authority in line with market needs and developments,” says ICASA Cllr Peter Zimri.

On 16 March 2022, the Authority published the draft amendment Standard Terms and Conditions Regulations for Individual Licences with the accompanying explanatory memo in Government Gazette No. 46050, for public comment by interested parties.

By the closing date of 5 May 2022, 16h00, the Authority had received written representations from ten (10) stakeholders, namely:  AME, Cell C,  CIVH, ISPA, MetroFibre, MTN, Rain, SACF, Telkom and Vodacom. Five (5) of these stakeholders confirmed their interest in making oral submissions, namely: Cell C , ISPA, MTN, Telkom and Vodacom.

Interested stakeholders, members of the public and the media are invited to attend the public hearings, which will be conducted fully virtually. At the hearings the Authority will receive and engage with presentations from those stakeholders that have indicated their interest to participate in the oral public hearings.
