Pretoria– The Independent Communications Authority of South Africa (ICASA) will host public hearings on stakeholder submissions from 15 to 16 January 2026 as part of the consultation process on the Second Draft National Radio Frequency Plan (NRFP) 2025.
The hearings follow the publication of the Second Draft NRFP 2025 for public comment on 10 November 2025 and the subsequent receipt and consideration of written submissions that closed on 11 December 2025.
The plan outlines how radio frequencies will be managed and allocated in South Africa to support communication services including broadcasting, mobile networks and satellite systems.
‘The plan is critical to how South Africans communicate and access information. When citizens make a call, watch television, listen to the radio, use mobile network services, satellite services or public safety networks, they may not consider the spectrum behind these services. Through this consultative process, ICASA seeks to ensure that spectrum is managed efficiently, aligned with international and regional standards and used in a way that supports innovation, investment and universal access.’ Cllr Matseke, Chairperson of the National Radio Frequency Plan Update Committee.

ICASA is required by law to review and update the current National Radio Frequency Plan (2021) to align with:
• The latest international agreements and ITU Radio Regulations (2024 edition), which guide how frequencies are used globally; and
• The African Telecommunications Union Spectrum Assignment Plan (AfriSAP) and the SADC Frequency Allocation Plan, to ensure regional harmony.
