Pretoria – The Independent Communications Authority of South Africa Authority will hold hybrid oral public hearings on the Draft Amendment to the Radio Frequency Spectrum Regulations, 2015, and the Draft Amendment to the Radio Frequency Spectrum Fees Regulations, 2010.
On 15 May 2026, the Independent Communications Authority of South Africa published the Draft Amendment to the Radio Frequency Spectrum Regulations, 2015, and the Draft Amendment to the Radio Frequency Spectrum Fees Regulations, 2010, in Government Gazette No. 54677.
Some of the aspects addressed by the draft amendments are the following:
- a registration regime for satellite space segment operators;
- revised spectrum fee formulas;
- blanket licensing for satellite terminal networks;
- regulations for the protection of radio astronomy facilities ; and
- regulations for the use of Satellite Earth Stations in Motion (“ESIM”).

Members of the media and interested stakeholders are invited to attend the public hearings, which will be conducted hybrid, as follows:

The online meeting link, copies of written representations and programme schedule will be published on the Authority’s website.
Oral representations will be made by stakeholders who have submitted written comments on the Draft Regulations, and who have indicated their intention to participate in such hearings.
