Pretoria- The Independent Communications Authority of South Africa is deeply saddened by the passing of its former Chairperson and member of the Complaints and Compliance Committee (CCC), Mr Paris Mashile, who made significant contribution to the development of the telecommunications sector in South Africa and internationally through his leadership and service.
Mr Mashile served as ICASA Chairperson from 01 July 2005 to 30 June 2010. Following his earlier involvement in the Authority’s Council, he returned to the Authority as a Councilor in April 2016 and was appointed as Acting Chairperson in September 2017, serving in that capacity until November 2017. He continued to contribute to ICASA’s work until his Council term ended in June 2020. Mr Mashile led the Authority at an important stage in the development of South Africa’s communications sector, through which he contributed to considering regulatory matters and promoting compliance in the public interest.
Following his Council tenure, Mr Mashile continued to serve the Authority as a member of the CCC, initially appointed from 1 January 2021. He was reappointed for a further term commencing on 1 January 2024, which was due to conclude on 31 December 2026. He remained in this role until his untimely passing, contributing to the consideration of complaints, investigation of alleged non-compliance and promotion of adherence to legislation governing the communications sector.
“Through his leadership, Mr Paris Mashile advanced competition across the telecommunications, broadcasting and postal services sectors, championed greater consumer choice, promoted universal access and helped prepare South Africa for a digital future. He also led important regulatory work towards the convergence of licenses, shaping the development of the country’s communications landscape”, said ICASA Chairperson, Mr Mothibi Ramusi.
Mr Mashile was an accomplished professional with master’s degrees in engineering and physics. His professional background also included serving on the board of Sentech and establishing Vunani Electronic Communications. He was a founding member of the Academy of Regulatory Professionals associated with the Public Utility Research Centre at the University of Florida and a member of the Institute of Electrical and Electronics Engineers (IEEE)
“Mr Paris Mashile dedicated a significant part of his professional life to communications regulation in South Africa. His service as Chairperson and Councillor of ICASA and later as a member of the Complaints and Compliance Committee, reflects his continued contribution to the Authority and the broader communications sector,” said Ramusi.
“On behalf of the Council, management and staff of ICASA we honour his legacy of service and extend heartfelt condolences to the Mashile family, his friends and colleagues. Our thoughts are with them during this difficult time”, added Ramusi
May his soul rest in peace.
