The Independent Communications Authority of South Africa (“the Authority”) hereby invites nominations of persons as candidates for appointment as members of the Digital Sound Broadcasting Technical Advisory Group (DTAG) as contemplated in regulation 4 (4) of the Digital Sound Broadcasting Services Regulations, 2021, in terms of section 4(1) (a) (b) and (d), read with sections 30 and 31(4) of the Electronic Communications Act (Act No. 36 of 2005).
The Authority seeks to appoint 10 members from the groups listed below to serve on the DTAG:
(a) Two representatives from Licensed Public Sound Broadcasters
(b) Two representatives from Licensed Commercial Sound Broadcasters
(c) Two representatives from Licensed Community Sound Broadcasters
(d) Two representatives from Licensed Individual Electronic Communications Network Services
(e) Two representatives from Licensed Class Electronic Communications Network Services
The skills required for members of DTAG are technical engineering knowledge, regulatory understanding, and strong communication and collaboration abilities.
Terms of office for members of the DTAG:
Members of the DTAG will serve until its mandate is fulfilled and announced by Council. DTAG members will participate voluntarily without any remuneration.
Nomination Procedure:
(a) Nomination(s) must be submitted by a sound broadcasting service licensee(s) and/or an electronic communications network service licensee(s)
(b) Nominations must at least contain the following information:
i. the name of the nominee
ii. the group that the nominee represents (select one group listed in paragraphs (a) – (e) above)
iii. a brief statement signed by the nominee in which he or she agrees to the nomination
During the formulation of DSB Regulations, technical matters relating to DSB were raised by sound broadcasting licensees and Electronic Communications Network Services licensees, which include a frequency plan for all multiplexers (MUXs), a review of the Terrestrial Broadcasting Frequency Plan (TBFP), and a review of the current licensing framework to cater 3 tiers of radio broadcasting in the DSB environment: technical specifications, type approval framework, and South African National Standard for DSB radio and some can be addressed via recommendations by DTAG, others by the Authority.
