Pretoria - The Independent Communications Authority of South Africa (ICASA) is pleased to announce that three newly appointed Councillors were sworn in today, 03 June 2025 at a ceremony held at the ICASA Head Office in Centurion. Each Councillor will serve a four-year term
The ceremony presided over by the Honourable Prof JCW van Rooyen SC (Previously Acting Judge of the High Court of South Africa), marked a significant milestone for the Authority as it now has a fully constituted Council of nine members in line with the ECA Section 5 of the Electronic Communications Act (Act No. 36 of 2005).
The newly appointed Councillors—Dr Charles Lewis, Dr Joshua Tshifhiwa Maumela, and Mr Andrew Dibi Matseke - each pledged to act with integrity, uphold the public interest, and serve the people of South Africa in the regulation of electronic communications, broadcasting, and postal services, in line with the Constitution and the ICASA Act.
ICASA Chairperson Mothibi Ramusi welcomed the new team: "Today we welcome three members to our Council who will join the journey of guiding South Africa's digital transformation through 2030 and beyond. As we look forward to implementing the approved Annual Performance Plan 2025/26, their skills and diversity are needed to tackle opportunities of regulating in this fast-changing digital world - from AI to universal access, while regulating the sector in the public interest”.
The newly appointed Councillors bring a diverse range of expertise to ICASA, Dr Charles Lewis, a former ICASA Councillor, is a recognised ICT policy expert with a PhD from Wits and published work on universal access. Dr Joshua Tshifhiwa Maumela is an AI and economics specialist, known for creating Africa’s first AI algorithm rooted in Ubuntu Philosophy. Mr Andrew Dibi Matseke is an experienced engineer and project manager with a strong track record in ICT and infrastructure delivery.
The fourth councillor will be formally sworn in at a later stage and arrangement of her swearing in will be communicated in due cause.
