Pretoria - The Independent Communications Authority of South Africa (ICASA) notes the publication of the Policy Direction issued on 12 December 2025 by the Minister of Communications and Digital Technologies, the Honourable Solly Malatsi, in Government Gazette No 53855, in terms of section 3(2) of the Electronic Communications Act, 2005.

ICASA further notes the Minister’s policy position on the alignment of the Regulations on the Limitation of Control and Equity Ownership by Historically Disadvantaged Groups (HDG) and the Application of the ICT Sector Code with the Amended ICT Sector Code issued under the Broad-Based Black Economic Empowerment Act, 2003.

In line with its mandate, the Authority will review and consider the Policy Direction through its established regulatory processes.
