Pretoria – Following the communique issued by the Independent Communications Authority of South Africa (ICASA) on 01 November 2019, the Authority hereby issues the invitation to apply for pre-registration in respect of applications for Class Community Sound Broadcasting Service Licences and applications for Radio Frequency Spectrum for purposes of providing community broadcasting services.

On 16 July 2019, the Authority published a notice lifting the moratorium in respect of applications for both class community sound broadcasting service licences and radio frequency spectrum licenses for purposes of providing a community sound broadcasting services. In the same notice the Authority stated that it will publish an invitation to prospective applicants to submit a pre-registration notice. The Authority further stated that it will list all available frequencies in each district and local municipality.

The Authority has therefore concluded its processes and has begun the licensing process in this regard. The licensing process will be undertaken in the following two phases:

• Phase 1: Consideration of the applications for pre-registration of a Community Sound Broadcasting Service licence in line with the provisions of the Community Service Broadcasting Regulations. This process will be concluded within 90 working days of the closing for receipt of the applications.The Authority may hold public hearings in respect of received applications during this phase; and
• Phase 2: registration of a Community Sound Broadcasting Service licence to be submitted 30 days after the decision on pre-registration. The registration phase will be completed within 30 working days of receipt of the application.

It should be noted that the Authority reserves its right not to consider an applications that do not meet the requirements as set out in this ITP-R or applicable legislations and regulations.
