ICASA TO HOLD VIRTUAL PUBLIC HEARINGS ON DRAFT MUNICIPAL PARTY ELECTIONS BROADCASTS AND POLITICAL ADVERTISEMENTS AMENDMENT REGULATIONS

PRETORIA - The Independent Communications Authority of South Africa will hold virtual public hearings on 16 February 2026, on the Municipal Party Elections Broadcasts and Political Advertisements Regulations, 2011 as amended. 

Municipal Party Elections Broadcasts and Political Advertisements Regulations aim to provide a framework and guidelines for the broadcasting of PEB(s) and PA(s) by broadcasting service licensees (BSLs) during the Municipal elections. These Regulations are instrumental in safeguarding the equitable treatment of political parties and independent candidates by BSLs throughout the election period.

ICASA published the Draft Amendment Regulations on 31 October 2025. The closing date for written submissions was initially 9 January 2026 and was later extended to 23 January 2026. Following this, ICASA hosted provincial workshops in all nine provinces to explain the proposed changes and gather input. In total, 12 submissions were received from stakeholders.
