Pretoria – The Independent Communications Authority of South Africa (ICASA) has published the Second Draft National Radio Frequency Plan (NRFP) 2025 for public comment. This follows the first round of consultations that took place on 4 April 2025.
The plan outlines how radio frequencies will be managed and allocated in South Africa to support communication services such as broadcasting, mobile networks and satellite systems.
ICASA is required by law to review and update the current National Radio Frequency Plan (2021) to align with:
- The latest international agreements and ITU Radio Regulations (2024 edition), which guide how frequencies are used globally; and
- The African Telecommunications Union Spectrum Assignment Plan (AfriSAP) and the SADC Frequency Allocation Plan, to ensure regional harmony.
After consideration of written submissions received earlier this year, ICASA now invites further written representations on the Second Draft NRFP 2025 by no later than 17h00 on Thursday, 11 December 2025.
