ICASA conducts a virtual workshop to review the 2014 Call Termination Regulations

Pretoria – The Independent Communications Authority of South Africa (ICASA/the Authority) will hold a virtual workshop as part of the ongoing process to review the 2014 Call Termination Regulations. The workshop, taking place on Friday, 11 June 2021, is aimed at clarifying questions relating to the published questionnaire and any other matters related thereto.

The questionnaire is meant to solicit information that the Authority requires from stakeholders and licensees to, among others, carry out its mandate in terms of the law. The information shall further be utilised by the Authority, coupled with other research initiatives, to develop and publish a Discussion Document in the ensuing phase of this review process.

This workshop follows the publication of the Notice issued by the Authority on Friday, 28 May 2021, indicating its intention to review pro-competitive conditions or measures imposed on licensees in respect of the 2014 Call Termination Regulations.

The Authority is undertaking this review process in terms of section 67(8)(a) of the Electronic Communications Act, which provides that…where the Authority undertakes a review of the pro-competitive conditions imposed upon one or more licensees under this subsection, the Authority must—

1. review the market determinations made based on earlier analysis;

2. decide whether to modify the pro-competitive conditions set by reference to a market determination.

“The process we are undertaking will take place in four phases and stakeholder participation is very key in this regard. We urge all interested stakeholders to provide as much information as possible on the published questionnaire, currently available on the ICASA website, and to ensure they participate in the ensuing processes. We depend upon your participation to make the proper determinations in the public interest,” says ICASA Councillor, Dr Charley Lewis.

The Authority calls on anyone wishing to participate in the workshop to do so by sending an email to CTR2021@icasa.org.za for registration.

“The Authority intends to complete the entire review process by publishing the Findings Document no later than the end of the current financial year - i.e. March 2022,” concludes Dr Lewis.
