New regulatory framework for unreserved postal services

Pretoria – Following extensive consultations with various interested stakeholders, on 27 March 2020, the Independent Communications Authority of South Africa (ICASA) published the Unreserved Postal Services Regulations which shall come into force Ninety (90) days from date of publication. The regulations are setting out, among others, the procedure for the application and renewal of registration certificates for the provision of unreserved postal services.

The regulations further provide for the minimum standard operating procedures to be adhered to by those who intend to conduct business within the unreserved postal services sector. The Unreserved Postal Services registration certificate is valid for a period of five (5) years.
Unreserved Postal Services refers to, among others, transportation and/or delivery of goods or items through courier services, who also represent traditional means of communications and continue to remain essential for the country’s economic and social development, even in today’s information society, where new communication technologies keep emerging.

ICASA encourages all interested stakeholders to take advantage of the opportunity presented by the new regulatory framework for unreserved postal services to participate in the postal services industry and contribute to the mainstream economy of the country while at the same time heeding the government’s call to reduce unemployment.
