Public comments on the draft Unreserved Postal Services Regulations

Pretoria – The Independent Communications Authority of South Africa (ICASA) urges and reminds all interested parties and stakeholders to participate and make written submissions on the Draft Unreserved Postal Services Regulations by no later than 29 November 2019.

The draft regulations, published on 27 September 2019, set out, among others, the prescribed procedure for the application, renewal, notification for change of information, and the surrender of the registration certificate for the provision of unreserved postal services. The regulations further make provision for fees payable for the application of an unreserved postal services and renewal of a certificate for the provision of unreserved postal services.

Postal and courier services represent traditional means of communications and continue to remain essential for the country’s economic and social development, even in today’s information society, where new communication technologies keep emerging. It is therefore of critical importance to constantly review regulations and align to new developments as they happen.

Furthermore, in order to ensure transparency and fairness of this process, ICASA will also hold workshops on the draft Unreserved Postal Services Regulations. The provincial workshops will be held in the week of 13 to 17 January 2020.
Stakeholders are requested to confirm attendance to the workshop by 29 November 2019 to the email address unreservedpostalservices@icasa.org.za

The submissions received by the Authority pursuant to the draft regulations will be made available for inspection by interested stakeholders at the Authority’s library and such copies will be obtainable upon payment for the prescribed fee.
