Improving equipment authorization and Type Approval processes

Pretoria – The Independent Communications Authority of South Africa (ICASA) published the draft Conformity Assessment Framework for Equipment Authorization document on 13 December 2018 for public comments. This is a reminder that all interested stakeholders have until 30 January 2019 to make their written comments and submissions.

Conformity assessment is a process used to obtain evidence and proof that equipment and systems conform to the essential requirements and are interoperable with each other as specified. Regulators, service providers and operators along with the users of equipment and systems require such evidence and proof of compliance, quality management when making purchasing decisions.

“Regulators must evolve the same way technologies evolve. We must always be ready and on our toes to come up with a regulatory framework that is responsive and adaptive to the changes in ICT developments, in line with the requirements of the Electronic Communications Act – the law that governs our existence and mandate as ICASA” says ICASA Councillor, Dr Keabetswe Modimoeng.

The Type Approval Regulations published in 2013 prescribe that test reports produced by an ISO/IEC 17025 compliant test laboratories are acceptable. ISO/IEC 17025 compliant testing laboratories operate a management system that are technically competent and able to generate technically valid results. Test reports prepared by testing laboratories are necessary information to support both certification and Suppliers’ Declaration of Conformity.
