ICASA publishes regulations with respect to the prescribed annual contributions of all licensees to the Universal Service and Access Fund. The regulations constitute a review of earlier regulations that were published in 2003 in terms of the repealed Telecommunications Act of 1996. They further include the contribution of broadcasters to the fund in terms of section 89 of the ECA. When finalised, the regulations will prescribe the annual contributions to the Universal Service and Access Fund by the holders of licensees issued in terms of Chapter 3 of the Electronic Communications Act, and further specify the date when such contributions become payable and the manner in which they may be paid.
